At the beginning of 2020, the new corona-virus epidemic (or COVID-19) has
spread rapidly all over the world. According to the report of the World Health
Organization on July 31, 2021, the impact of the new corona-virus epidemic on
humans may last longer than originally expected. Under the influence of this epidemic, many countries have suffered different degrees of economic losses, and all walks of
life have also faced many unprecedented difficulties, and the development of global
trade has also ushered in many new challenges. As one of the most important links in the development of trade, the port and
shipping industry are equally hard to escape. The outbreak of the new corona-virus
epidemic has exposed the lack of systematic coordination in the operation, management of global ports and shipping industries. In particular, the
multi-dimensional epidemic prevention measures of ports and shipping have greatly
reduced the operational efficiency of global ports, resulting in an increasing shortage
of shipping services, and leading to unpredictable changes within the entire industry. The impact of the COVID-19 on ports is as follows: First, with the recovery of
the epidemic in some Asian countries, the volume of cargo orders has continued to
rise, which has caused serious port congestion. However, in the case of extreme
congestion in some ports, the volume of cargo in some other ports has become very
small, and there has been a phenomenon of unused ports. This makes the asymmetry
of port traffic more common. Secondly, the COVID-19 has also led to the lack of
world shipping capacity. For example, the Baltic Dry Bulk Index (BDI) soared to
4092 on August 20, 2021, which is also the highest point in the past 11 years. In
addition, due to the inefficiency of port services and the turbulence of the shipping
market, the COVID-19 has also exacerbated the uncertainty of the global supply chain, leading to an increased risk of supply chain disruption. Therefore, in the era of the
COVID-19, higher requirements have been put forward for port operation efficiency. Today, as the COVID-19 continues to raging, how to mitigate the risks brought
by the prevention and control of the epidemic has become a key issue for the

sustainable management of the global port and shipping industry. In this case, we
need to redesign a highly flexible system and global network to maintain a strong
cooperative relationship between stakeholders, including shipping companies, port
authorities, terminal operators, and logistics and port service providers. In order to alleviate the low efficiency of port operations under the influence of
the COVID-19, please use mathematical modeling methods to solve the following
five problems:
Question 1: Combining the data in Annex 1 and your reasonable assumptions, please
start from the perspective of shipping companies’ joint docking, and provide a
cooperation model between shipping companies to alleviate the problem of port
congestion or excessive port idleness. You should deeply analysis of each docking
terminal in each cycle of the shipping company
Question 2: Based on the data in Annex 1, please design the optimal time-based
docking plan for ships from the perspective of the terminal operator, and propose
specific rewards and punishments to effectively improve the port’s docking efficiency. Question 3: Please provide a ship docking strategy from the perspectives of port
berths, terminal operators, and shipping companies. This solution needs to minimize
the docking time of ships at the port without reducing the epidemic prevention work
time. Question 4: Can you provide a strategy that fully considers the cooperation between
multiple ports in an area, so as to effectively reduce port congestion. Question 5: If the port arranges a weekend break for 1-2 days, can you propose a
more general port call optimization model and use the data in Annex 1 to demonstrate
it. Your submission should consist of:
